The Former President's Progressive Warning Overlooks Europe's Real Danger: Technological Stagnation.

The recent US security policy document offers a misguided view of Europe. The document asserts that unrestrained immigration and what it terms "woke" policies pose an existential threat to the continent's identity. Yet, this perspective is based on a fundamental misinterpretation of the reality. The actual challenge facing the EU is not societal but technological and economic backwardness.

A Glaring Growth Gap Between the US and Europe

The data reveal a stark contrast. From 2008 and 2023, American economic output grew by 87%, while a mere 13.5% growth for the EU. During this period, EU GDP per capita fell from 76.5% to just half of the American figure. Remarkably, even Mississippi now boasts a greater average income than major European economies like Italy and France.

Currently, about 50% of the world’s top fifty technology firms are US-based, while only four are from Europe.

The Innovation Deficit: The Core Problem

This widening disparity stems from superior productivity growth in the United States, fueled by breakthroughs and better use of resources. The landscape of global tech dominance is overwhelmingly US-centric. Over the past fifty years, hundreds of American startups have scaled into companies valued at over $10bn, compared with only fourteen in Europe.

This gap prompts a vital issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does Europe positioned? Most analysts concede it is largely a contest between two involving the US and China, with Europe starting at a significant handicap.

Root Causes of Europe's Technological Lag

Several key reasons explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile network for funding startups. Europe still lacks a true capital markets union, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hamper Europe. A US startup can introduce a service under one regulatory framework to access a consumer base of over 330 million. The EU, despite a bigger population size, is divided among twenty-seven different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was once viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in defense has weakened its ability in breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these challenges, there are causes for hope. European leaders are growing more conscious of the existential challenge and have begun to propose substantial change. Notable reports on European competitiveness and the single market point to the necessity of major reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths might enable much higher levels of business-led breakthroughs.

The continent retains considerable advantages: high-quality workforce, top-tier schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and substantial household savings, these elements have the potential to trigger a new wave of venture creation.

Crucially, even if the EU does not take the lead in creating cutting-edge technologies, it can still dramatically increase economic output by adopting and adapting advancements from elsewhere.

An Inflection Point

The European Union now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, Europe's slide in innovation has been steady. But, without decisive action to address its structural weaknesses, today's slow erosion could give way to a rapid and permanent loss of global economic relevance.
